High-Value Property Surcharge – Not Applicable Locally

A new annual surcharge (“mansion tax”) was announced for residential properties valued over £2 million, starting from April 2028.

This policy will have no impact on our local market.
The highest recorded sale in the area sits at £1.2 million, meaning no homes in Newton-le-Willows or nearby villages fall within this band.

For the vast majority of local homeowners, nothing changes.

Capital Gains Tax – No New Increases

There were no additional changes to Capital Gains Tax (CGT) in today’s announcement.

The current rates — introduced in 2024 — remain in place:

  • 18% for basic-rate taxpayers
  • 24% for higher-rate taxpayers
  • Annual CGT exemption stays at £3,000

This will be welcomed by many landlords and sellers who had expressed concern about potential further rises.

Market Outlook – Greater Certainty Should Help Confidence

National uncertainty around possible tax changes has been weighing on the housing market in recent months, slowing transactions and prompting some buyers and sellers to pause plans.

With clarity now provided and no new property related burdens affecting our area, we expect renewed confidence, particularly in the mid-market homes that dominate our region.

If you are thinking about moving in 2025–26, the good news is:

  • No new taxes affect typical local properties
  • Demand remains solid for well-presented family homes
  • Certainty now returning should support stable pricing
